Cursor will not change in IE 9

Here is a custom Honda Shadow tank and it's fenders. These parts were grey with silver flames. I rolled the edges of the tank and added a hidden pop-up gas cap, then all the parts were painted black pearl. I custom-mixed this color. It is a one-of-a-kind mixture of PPG tints.
