Cursor will not change in IE 9

As seen in Hot Rod Bikes, June 2003 and again in April, 2004.

Here's the starting point:

Yes, it says "TURBO GLIDE"
(not the original tanks, obviously)

This bike got a factory custom paint job, only found on the 1966 FLH. It is Electric Blue and Oxford White. I also welded the rear fender hinge shut (cannot be seen).
