Cursor will not change in IE 9

I just did some basic rust repair, welded some rot holes and painted this car the original factory color. The car owner didn't want to spend too much money on this car, which is a shame because it is in fairly decent condition. I would have gone for new bumpers, door handles and other chrome parts, plus all of the lenses, but that's me.
